Outsourcing Review Index is published by F5 Hiring Solutions, a managed remote workforce company founded in 2017 in Brooklyn, NY by Joel Deutsch. F5 is also one of the eight companies reviewed here. We say that plainly, at the top, on every page of this site — because a reader who has to dig for the ownership of a review site has already been misled.
Why this site exists
The outsourcing industry lacks transparent, methodology-based comparison. Most “best outsourcing companies” lists are pay-to-play directories, affiliate funnels, or content farms that have never defined what a score means. Buyers comparing a managed workforce provider against a freelance network against an EOR platform are comparing three different products with no common yardstick. This index is an attempt at that yardstick: six fixed dimensions, defined in plain English, applied identically to every company.
How bias is controlled
A publisher reviewing itself has an obvious conflict of interest. We control it structurally, in four ways. First, the rubric is fixed and published in full on the methodology page — the same six dimensions, the same scale, for every company. Second, every company is scored on identical dimensions; there are no custom categories invented to flatter anyone. Third, competitors win the categories where they are stronger: Toptal holds the index’s only perfect score (vetting depth), Upwork holds the only other one (contract flexibility), and F5 scores a perfect 10 on nothing. Fourth, quarterly review dates are published on every review so readers can see exactly how current each evaluation is.
None of this makes the conflict disappear. It makes the conflict auditable. If you think a score is wrong, the methodology gives you the exact terms on which to disagree with it.
